If you search DATA step scenarios for %NON_EVENT variables and do not use all capital letters, the "No rule met" bucket of results is empty and the "Total" bucket displays only the records where the rule was met. 

After you install the hot fix, the %NON_EVENT scenario variable does not have to be capitalized so that records are accounted for.
