This error could occur when the SASServer1_1 web application server is running. The instructions for creating the migration package state that all SAS Web Application Servers must be stopped. For more information, see Create the Migration Package.

Workaround

To circumvent this issue, stop all of the SAS® Web Application Servers and re-run the SAS Migration Utility.
