PROC PLAN in SAS/STAT^® cannot generate BIBDs. Use the OPTEX procedure in SAS/QC^® to construct BIBDs. See the example titled "Balanced Incomplete Block Design" in the PROC OPTEX documentation. In PROC OPTEX, the BLOCKS statement can create BIBDs. Use the STRUCTURE= option in BLOCKS to specify the number and size of the blocks. For example, the following statement creates 7 blocks of size 3:
