When you set the deploy_testing_rules_ind property to true, the rules in the Testing folder are deployed. If a deployed testing rule that calls the %SHIFTHISTORYARRAY macro fires, the rule updates the user-defined variables in the array. The updated values are then written to the Multi-Entity History (MEH) database and to the VXX transaction table in the Transaction Data Repository (TDR) database. 

However, this behavior is not correct. Updates to user-defined variables in testing rules should be ignored.
