When you set the deploy_testing_rules_ind property to true, the rules in the Testing folder are deployed. If a deployed testing rule that calls the %ACTION_IGNORE_RECOMMENDATION macro fires, it overrides the decision returned by a production rule.

However, this behavior is not correct. A testing rule should not override the decision.
