The ability to specify the FROM= option when using FILENAME EMAIL code is normal functionality when sending email.

The new option, RESTRICTFROM, allows the SAS administrator to restrict the use of the FROM= parameter in the FILENAME EMAIL statement. When you specify RESTRICTFROM, the FROM= option in the FILENAME EMAIL statement is ignored, and the following warning message is printed to the log:

SAS administrator has restricted the use of the FROM= parameter. 

The warning prints to the log if the FROM= email is incorrect or based on the EMAIL-server configuration. 

If the following SAS code shows the option RESTRICTFROM/NORESTRICTFROM, then the hot fix has been applied, and the new option is available for use:

PROC OPTIONS GROUP=EMAIL VALUE; RUN;   

PROC OPTIONS OPTION=RESTRICTFROM VALUE; RUN;

This new SAS option for SAS 9.4M9 is available with the associated hot fix.
