This issue occurs because the latest SAS Middle Tier hot fixes (M2K029 and P6F005) cause the SAS Content Server URL to not be correctly generated for HTTPS.
To circumvent this issue, do the following:
To roll back the hot fix installation, see SAS KB0041932, "Uninstalling SAS® 9.2, 9.3 and 9.4 hot fixes."

Specifically, remove the P6F005 hot fix from the <sas_depot>/hot_fix directory, and also remove its entry from the <sas_depot>/hot_fix/hot_fix_index.xml file.
