If you configure the use of an unordered list—that is, html <ul> (bullet points)—within a template, the unordered list does not render with bullet points when printing. The bullet points render in the Preview, but when generated or printed, the bullet points are missing from the final PDF.

Note that ordered lists—that is, html <ol> (numbered list)—are rendered as expected.

There is no workaround for this issue.
