This issue occurs when the SAS® Help Viewer for the Web application is not installed or is not correctly configured in the SAS 9.4 environment.
When this component is missing, SAS® Visual Analytics Designer is unable to load application themes correctly, which can cause the interface to be suspended when open reports in only Edit mode.
To resolve this issue, ensure that the SAS Help Viewer for Midtier Applications is installed and correctly configured using SAS® Deployment Wizard by completing the following steps (as a SAS administrator user):
After completing these steps, SAS Visual Analytics should open reports in Edit mode successfully.

This issue is resolved by default in SAS® 9.4M9 (TS1M9) and later.
For earlier SAS 9.4 maintenance releases, you are required to install the missing component.
