An issue might occur after you migrate data from an existing environment to a new environment. Following the migration and synchronization process, attempts to run a markdown optimization on existing plans became stuck in an "Optimizing" state within the user interface. However, the optimization process does not complete successfully, and control is not returned.

This issue occurs because the background submission process fails to retrieve some queued plans due to an incorrect security check. As a result, the plans are never submitted for optimization and remain stuck in the Submitted state.
